Jaipur, Dec. 31 -- Rajasthan's long-awaited refinery project at Pachpadra is nearing completion and is expected to be inaugurated next month, officials aware of the matter said. A senior official said the project is likely to be dedicated to the state in January as a "New Year's gift for Rajasthan". Prime Minister Narendra Modi is expected to visit Pachpadra after January 15 to inaugurate the refinery, marking a major milestone in the state's industrial and energy growth. Crude oil supplies have already begun arriving at the refinery. The first consignment of Arab-mix crude has reached Mundra Port and is being transported to the refinery's crude oil tanks (COT) through a pipeline network connecting six tanks at the port. Crude from Jaisalmer fields has also reached the site. Officials said on-block electrical (OBE) work at the refinery is 99.8 per cent complete. Rajasthan Refinery CEO Kamalakar R. Vikhar and CFO Inderjeet Dasgupta reported that overall physical progress at the Hindustan Petroleum Rajasthan Refinery Limited (HRRL) project stands at 90.3 per cent, while work on the refinery units alone has reached 96.4 per cent. The Rajasthan refinery is a flagship initiative of the state government and the country's first project integrating a refinery with a petrochemical complex. During the seventh meeting of the state-level task force on the refinery, chaired by chief secretary V Srinivas at the Secretariat on Friday, officials confirmed that nearly 90% of the project work is complete. HPCL chairman and managing director Vikas Kaushal said testing has begun with gas supply from the Mehsana-Bhatinda Pipeline (MBPL) and activation of the flare system. "Water has also started reaching the refinery through the pipeline from the Nachna reserve weir," he added. Secretary, mines and petroleum, T Ravikant said one of the project's key features is its zero liquid effluent discharge system, ensuring no waste release during processing and making it an environmentally sustainable facility. Ravikant further said a 12-km railway line will be laid between Balotra and Pachpadra, extending to the refinery site by HRRL. "The refinery is expected to open new avenues for investment, employment and revenue generation in the region," he said, adding that work on a power substation will begin soon....
