Jaipur, Feb. 14 -- Proceedings of the Rajasthan legislative assembly witnessed repeated disruptions on Friday as heated debates were triggered between treasury and Opposition benches on multiple issues including Grade-III teachers' transfers, fertiliser distribution and alleged irregularities in the Jal Jeevan Mission. The House turned stormy during Question Hour when Leader of Opposition Tika Ram Jully confronted education minister Madan Dilawar over the absence of a transfer policy for Grade-III teachers. Jully accused the ruling BJP of going back on its poll promise to frame a transfer policy, alleging that the government was misleading teachers. Responding to a question raised by BJP MLA Govind Prasad, Dilawar said transfers would be considered only after the new policy was finalised. He added that the administrative reforms department currently had a blanket ban on transfers, though exceptions could be made with competent approval based on departmental needs. The minister also clarified that there was no regular provision for inter-district transfers of Grade-III teachers and cited limited transfers approved in August 2024 under special circumstances. The exchange soon escalated into a heated war of words. During the budget session, Congress MLA Indira Meena raised concerns over alleged chaos and long queues in fertiliser and seed distribution in Sawai Madhopur district. Agriculture minister Kirodi Lal Meena claimed the government had supplied nearly 300,000 metric tonnes of fertiliser more than demand and acknowledged temporary distribution issues that were later addressed. When Indira Meena questioned why suspended dealers were reinstated, the minister said those who provided satisfactory explanations were restored, while serious irregularities led to FIRs. The situation grew tense after Congress MLA Harimohan Sharma intervened, prompting noisy scenes in the House. Another confrontation erupted over alleged irregularities in the Jal Jeevan Mission. In response to a question by BJP MLA Rajendra Meena, public health engineering minister Kanhaiya Lal Choudhary said action was being taken against those found guilty and that cases had been registered with the Anti-Corruption Bureau. Jully questioned whether senior IAS officers involved in tender approvals would face action. Congress leader Govind Singh Dotasra demanded disclosure of names, leading to further uproar before the Speaker moved to the next question. During Zero Hour, BJP legislators sought strict action against Congress MLA Rohit Bohra over an alleged objectionable gesture made during earlier proceedings. BJP MLA Shree Chand Kriplani and parliamentary affairs minister Jogaram Patel urged disciplinary action, while Congress chief whip Rafiq Khan called for equal treatment in similar cases.
