Barmer/Pali, Oct. 25 -- The Pali district administration has initiated an enquiry into allegations of the conduct of large-scale insurance fraud through the use of fabricated crop insurance and tenancy claims in the Rohat region, after several farmers from the area on Friday submitted a formal complaint to the office of the Rohat sub-divisional magistrate (SDM). SDM Puran Kumar confirmed the submission of the complaint. "A committee has been constituted to probe the allegations. The committee will submit its report soon, after which appropriate action will be taken," he said. Kumar added that the complaint was submitted by farmers working the land in 11 khasras, but the scale of the allegations indicated a much higher number of victims. The precise scale of the racket and the total financial loss remain under investigation, he said. One of the complainants Vikram Singh, who hails from Devaan village, said that multiple allegedly fraudulent insurance claims were drawn on his land in Kuldli Charanan, bearing khasra no.5 and spanning an area of 12.49 hectares, in a span of three years, without his consultation or knowledge. "For the Rabi 2023, Kharif 2024, and Rabi 2024 seasons, someone showed fake crop entries and raised insurance claims. We were completely unaware of this. No one took our consent, and we did not enter into any tenancy agreement. Yet, the insurance claim was sanctioned and withdrawn," Singh said. Another farmer, Bhagwat Singh, from the same village, said his land (Khasra No. 133, 16.78 hectares) was also allegedly used to file a fraudulent crop insurance claim, despite remaining unsown for the past five years. "We have not sown Rabi crops for years, but last year someone prepared fake documents showing cumin and gram crops. Using these forged records, they claimed and collected insurance money." Brothers Jorsingh and Kalyan Singh from Devaan village also alleged a similar fraud. They said they own about 60 bighas of land on which no Rabi crop was sown in 2024. "Despite that, someone used false documents and collusion to raise an insurance claim in our name. After we came to know about it, we have now approached the authorities and filed a complaint," they said. The complaint submitted to the SDM mentioned that several plots of land - some lying fallow for years - were allegedly recorded as bearing Rabi crops like mustard, cumin, and gram, allowing fraudulent claims to be processed. Bharatiya Kisan Sangh's general secretary, Ramchandra, said, "We met the SDM and gave a written complaint exposing how the crop insurance system is being misused...We were assured that the committee formed for the investigation would submit its report within a week, and we are waiting for it." He also alleged that "there seems to be deep-rooted collusion between local officials and insurance agents." According to Ramchandra, "In certain areas, the girdawari (official crop survey) records show crops like gram and taramira, but the insurance claim papers mention mustard and cumin - crops that were never grown. This is clear evidence of manipulation." On the condition of anonymity, district officials said that the fraud could have been executed with the help of local intermediaries who forged tenancy agreements, falsified girdawari data, and uploaded fake crop details into the insurance portal. Such manipulation would require access to official credentials or insider involvement, suggesting the complicity of lower-level revenue or agriculture department staff, they added. The complainants have alleged that the scheme followed a consistent pattern over the past three years at least, with fraudulent claims being raised in successive crop seasons. The affected farmers have urged district authorities to conduct a transparent audit of all crop insurance claims made in the last three years. They have also demanded criminal action against those responsible for fabricating documents and against officials who failed to verify the authenticity of claims....
