High court takes cognisance of vacancies in juvenile justice institutions
Jodhpur, May 16 -- The Rajasthan high court on Thursday took suo motu cognisance of several vacancies in key institutions meant to protect the rights of children under the Juvenile Justice (Care and Protection of Children) Act, 2015. Citing a grim situation across the State's Juvenile Justice Boards (JJBs), Child Welfare Committees (CWCs), and Child Care Institutions, the court initiated a public interest litigation to ensure effective implementation of the law.
Justice Manoj Kumar Garg, who is in charge of the Juvenile Justice Committee of the HC, passed the order after examining a report submitted by the deputy secretary of the Rajasthan State Commission for Protection of Child Rights (RSCPCR). The report revealed that not only is the post of full-time chairperson of the RSCPCR vacant, but several other critical positions - including that of the member secretary and deputy superintendent of police - are also lying vacant or being managed through additional charge arrangements.
"This Court being in-charge of the Juvenile Justice Committee, Rajasthan HC, Jodhpur, feels compelled to exercise its suo moto powers for the effective implementation of the Juvenile Justice (Care and Protection of Children) Act, 2015," the court said. It directed that notices be issued to the Chief Secretary of Rajasthan, the Additional Chief Secretary of the Social Justice and Empowerment Department, and the Secretary of the Department of Child Rights....
