JODHPUR, July 26 -- The Rajasthan high court on Thursday asked the state government about the steps taken to establish Police Complaint Authorities (PCA) at the district level in accordance with Supreme Court 2006 directions. A division bench comprising Justice Vinit Kumar Mathur and Justice Bipin Gupta raised the query while hearing a petition filed by Sanyam Lodha, who questioned police functioning and sought the establishment of Police Complaints Authorities at both the state and district levels to ensure greater transparency. The petitioner referred to the landmark 2006 Supreme Court judgment in the Prakash Singh case, wherein the apex court had directed the Central and State Governments to constitute Police Complaints Authorities to address public grievances against police personnel. The plea also sought directions for initiating disciplinary action against erring officers, forming a State Police Accountability Commission, introducing a mechanism to supervise police conduct. "The counsel for the respondent submits that the state government has constituted the State Level Committee and the same is functioning till today. However, he seeks some time to file the status report with respect to the constitution," the bench noted in its order....
