Ex-RPSC member gave exam paper to his driver's son: ADG
Jaipur, July 16 -- Former Rajasthan Public Service Commission (RPSC) member Babulal Katara gave the question paper of the Sub-Inspector 2021 examination to his driver's son who got selected in the final test, VK Singh, additional director general (ADG) of the Special Operation Group (SOG) told the high court on Tuesday.
"The SOG had recently submitted a fresh report of the case to the court. Giving details from that report, Singh, on Tuesday, told the court that ex-RPSC member, Katara, who was earlier arrested by the SOG along with another former member Ramu Ram Raika for leaking the question paper before the exam, gave a copy of the same even to his driver's son. He got selected in the final exam," petitioners' counsel Harendra Neel told the reporters after a special in-camera-trial with the ADG.
"The SOG had arrested Katara's nephew Rahul Katara and another relative Vijay Damor last week for getting access to the question paper before the exam and appearing for it while hiding their identity to the RPSC," said Neel quoting Singh.
On Tuesday, a single bench of the court presided over by justice Sameer Jain conducted a special in-camera trial for a significant part of the hearing with the ADG considering to look into the SOG's confidential investigation details in the case.
Singh was summoned by the court for his view on the ongoing investigation in the SI-2021 paper leak case days after the government apprised the court that they are not considering cancelling the exam. The government's decision also sparked an argument by the petitioners who called the government's views "contradictory" as the investigating agency of the case (SOG) had earlier suggested in their report to cancel it.
On the reasons behind suggesting to cancel the exam in their reports, he said: "Prima facie, a significant number of intelligent students have been held by the SOG who scored pretty well in both the actual exam and a surprise test that the SOG took for 705 suspected candidates on March 19, 2024." However, it could not be confirmed whether the paper was leaked even to those intelligent students. Despite scoring well in the surprise test, we arrested many such intelligent students as they purchased the paper before the exam," he told the court before the in-camera trial.
Responding to Jain's specific question on the process of the surprise test that they conducted, Singh said, "The test was taken only as an investigation tool to check the capability of the students. But it never decided the tainted or untainted candidates without any further investigation. At least 51 out of those 705 candidates scored below 150 despite scoring more than 300 in the main exam in 2021 while another 96 scored below 100. But many candidates who scored really high were also later arrested."
"At least 10 candidates out of the 53 total arrested candidates were also in any government service previously. Hence the ex-servicemen could also not be given a clean chit," said Singh adding that the investigation will take more time.
He added that six more candidates who have under training at the Rajasthan Police Academy are currently absconding while 10 more are under their radar. "Two paper leak mafias whose involvements have been confirmed in the case are also absconding. Once we catch them, more information and involvements of several other people might come to the fore," he said.
In its final report, the government, on July 1, stated that cancelling the entire recruitment process of the SI-2021 at this stage of the investigation will be a "premature decision" as only a negligible proportion of the total candidates have been found cheating in the exam.
The report further stated that the statistics (of the SI-2021 exam) made available reflected that percentage of tainted candidates was considered from different classes of persons classified in different category like those who obtained appointment for the first time in government, ex-servicemen who were not in government service, ex-service who were in government service, candidates who were in other govermment services of the State of Rajasthan and candidates who were in central or other state government services....
