Cabinet okays semiconductor, aerospace, defence policies
Jaipur, Jan. 22 -- The Cabinet on Wednesday approved key policies to boost aerospace-defence manufacturing and semiconductors alongside welfare initiatives, including Gram Utthan Camps from January 23, mega parent-teacher meetings on Basant Panchami, conditional land for solar projects, and tweaks to public service promotions and civil services conduct rules.
The Rajasthan Aerospace and Defence Policy will focus on MSMEs, startups and innovation-led ecosystems, aiming to attract manufacturing units, component makers, suppliers, precision engineering units and maintenance, repair and overhaul (MRO) facilities, said industry and commerce minister Colonel Rajyavardhan Singh Rathore.
Under the policy, manufacturing projects with fixed capital investment of Rs.50-300 crore will be classified as large, Rs.300-1,000 crore as mega and above Rs.1,000 crore as ultra mega. In the services sector, investments of Rs.25-100 crore will be large, Rs.100-250 crore mega and above Rs.250 crore ultra mega.
Eligible units will be offered a choice of incentives, including 75 per cent reimbursement of state taxes for seven years, capital subsidies of 20-28 per cent for manufacturing and 14-20 per cent for services, or turnover-linked incentives of 1.2-2% for 10 years.
Additional benefits such as employment boosters, sunrise, anchor and thrust incentives will also be available. Mega and ultra mega units taking land from RIICO will get flexible land payment options and office lease rental subsidies, along with exemptions in electricity duty, mandi fees, stamp duty and conversion charges.
The Cabinet also approved the state's first Rajasthan Semiconductor Policy-2025, aimed at making Rajasthan a leading destination for semiconductor manufacturing, design, packaging and allied electronics. Rathore said the policy would boost domestic production, attract anchor investments and generate high-tech employment.
The policy focuses on developing world-class semiconductor parks, strengthening the fabless design ecosystem, and promoting research, development, technology transfer and skill enhancement. Green manufacturing will be encouraged through renewable energy, water efficiency and recycling initiatives.
Projects approved under the India Semiconductor Mission will receive attractive incentives, including 100 per cent exemption from electricity duty for seven years and major concessions in stamp duty and land conversion charges. The state will also provide capital grants equivalent to 60 per cent of the central capital subsidy, along with interest subsidies on term loans and incentives for environmental projects, employment generation, skills, intellectual property creation and quality certification.
The Cabinet approved changes in the promotion ratio for deputy secretary posts in the Rajasthan Public Service Commission (RPSC), with promotions from assistant secretary and private secretary cadres now to be made in a 10:1 ratio. Necessary amendments to the Rajasthan Public Service Commission (Gazetted Staff) Service Rules, 1991, will be carried out.
Amendments to the Rajasthan Civil Services (Conduct) Rules, 1971, were also approved to align the definition of a child with the Prohibition of Child Marriage Act, 2006, defining a child as a male below 21 years and a female below 18 years.
Food and civil supplies minister Sumit Godara said Gram Utthan Camps will be organised from January 23 at every girdawar circle to extend the benefits of welfare schemes to farmers and livestock owners. A total of 2,839 camps will be held across the state in two phases, involving 12 departments.
