India, May 23 -- Congress state president Govind Singh Dotasra launches a scathing attack on the BJP government, accusing it of constitutional violations, bureaucratic overreach, and blatant double standards. In an interview to Sachin Saini, Dotasra defends his resignation from an assembly committee, questions the Speaker's impartiality, and slams the delay in disqualifying convicted BJP MLA Kanwar Lal Meena. Edited excerpts: No, the Congress has no animosity with the Speaker. In fact, we elected Vasudev Devnani as the Speaker unopposed. Traditionally, the Speaker is a respected figure - responsible for facilitating both the government's work and ensuring the opposition is heard. So there's no question of hostility. But when constitutional provisions, rules, and procedures are violated, it becomes the opposition's duty to raise its voice. The Speaker is acting in a biased manner. He himself proposed that our senior leader Narendra Budhania be made chairperson of the Privileges Committee. Our CLP accepted it willingly. But even after Budhania began his work and held meetings, when someone raised a privilege violation issue and the committee unanimously sought a report on it, instead of demanding the report, the Speaker removed Budhania. That is wrong. The Speaker has powers to form committees, but those powers are granted by the House. Once the committee is formed and members are appointed, the chairperson must be chosen from among them. Budania was replaced as chair with someone who isn't even a member of the committee. There's 100% bias. This isn't a double-engine government - it's a government of double standards. When Rahul Gandhi's Lok Sabha membership was revoked within 24 hours of conviction, then why is Kanwar Lal Meena being given special treatment? A convicted MLA should be immediately disqualified. The delay in taking action is a clear violation of the Constitution. Everything happening in Rajasthan right now is being orchestrated by the bureaucracy. The leaders are sitting idle while bureaucrats run the show - probably taking their cut along the way. When different officer groups align themselves with different power centres in Delhi, clashes are inevitable. On January 1, IAS and IPS officers were promoted, yet several lower-level positions remain unchanged. In at least seven districts, officers who've been promoted to ADG are still functioning as SPs. The CM is holding review meetings for every department, but there are no ministers. Inaugurations are happening via video conferences without the ministers being informed. Meetings to review budget implementation are being held without even the deputy CM who presented the budget. A CM's job isn't to read slips from Delhi - they need to have their own vision. The Modi government is adopting the British policy of "divide and rule." When the government asked for names, they should have picked from the ones recommended by Leader of Opposition. Instead, they used it for political maneuvering. Forget political appointments - even the promises they made to come to power were empty. They shouted slogans about dissolving RPSC and addressing paper leaks, but what happened? The post of Board of Secondary Education chairman is vacant. The RPSC chairperson's post is vacant. Member posts are also vacant. What model are they trying to implement?...
