'More sewage generated than treatment capacity'
JODHPUR, Nov. 23 -- The sewage treatment plants (STPs) and common effluent treatment plants (CETPs) operating in Jodhpur, Pali and Balotra have far less installed capacity than the volume of sewage and industrial effluent generated daily. Because of this gap, untreated and partly treated waste continues to pollute the seasonal rivers of western Rajasthan, including the Jojari, Luni and Bandi. The state government has acknowledged this in a status report filed before the Supreme Court.
A division bench of justice Vikram Nath and justice Sandeep Mehta on Friday issued detailed directions to the Centre and the state and set up a high-level Ecosystem Oversight Committee headed by former Rajasthan high court judge Sangeet Lodha. In its 67-page order, the court noted that the persistent mismatch between generation and treatment capacity reflects the system's failure to build and maintain environmental infrastructure in step with industrial growth. The shortfall in capacity, utilisation, maintenance and monitoring exposes weaknesses in the existing regulatory and supervisory mechanism and signals the need for a more coordinated and scientifically informed intervention.
According to the status report, sewage generation in Jodhpur city is estimated at 230 million litres per day (MLD). The city has two STPs and one oxidation pond with a combined capacity of 120 MLD. Three STPs with a capacity of 65 MLD are under construction, and two of 15 MLD each are proposed. Treated and untreated sewage is discharged into the Jojari. The city's 81 steel units and 306 textile units have separate CETPs of 1.5 MLD and 18.5 MLD respectively, but are operating below capacity at 0.60-0.65 MLD and 10-11 MLD.
In Pali, sewage generation is estimated at 32 MLD, with two STPs of total capacity 22.5 MLD, leaving a treatment gap of 10 MLD. Treated and untreated sewage is discharged into the Bandi. The city's 497 textile units are served by two CETPs of 12 MLD each, but these operate at just 5-6 MLD. Balotra generates an estimated 12.5 MLD of sewage, supported by one STP of 9 MLD capacity. Treated and untreated sewage is discharged into the Luni. The city hosts 955 textile units and three CETPs with a combined capacity of 54.5 MLD, currently operating at 19 MLD - far below their capacity....
