Dehradun, Dec. 4 -- Uttarakhand Pradesh Congress Committee (UKPCC) has decided to send a delegation to the disaster-hit Dharali village to highlight the "failures" of the state government in the rescue operations, as the Dharali flash-flood completes four months on December 5, with no trace of the missing people as of now. Uttarakhand's disaster management secretary said: "Efforts are underway to retrieve the people buried under the debris in Dharali. All necessary measures, including mitigation and rehabilitation, are being carried out." The development came after state BJP leader Col (retd) Ajay Kothiyal, in a recent conference, questioned its own government, stating that there has been no progress in Dharali since August 5. "After the disaster on August 5. at least 147 people are still buried inside. We cannot say that we are unable to retrieve them. but no work has been carried out in Dharali since August 5," Kothiyar said. A massive mudslide struck Dharali village in Uttarkashi district on August 5 following flash floods in high-altitude villages, triggering a sudden flow of debris and water through the settlements. Officials said two bodies have been recovered so far in the Dharali tragedy, while 67 others, including 25 Nepali nationals, remain missing. Since the incident, rescuers are still engaged in search operations. Referring to Col (retd) Kothiyar's statements, state Congress chief Ganesh Godiyal said: "Col (retd) Kothiyal has exposed the government's negligence in the Dharali tragedy. A high level delegation from our party will visit Dharali on December 4 to highlight their failures." "Upon returning from Dharali, a detailed report will be prepared and submitted to governor, with the hope that he and the central government will exert pressure on the state government to carry out needed efforts in the disaster-affected area, as per the expectations of the local people, and to carry out reconstruction and rehabilitation work without delay," he said. In September, authorities began the process to issue death certificates for those still missing in the August 5 Dharali tragedy in order to distribute the compensation amount to their families without further delay, officials said on Saturday. A scientific panel constituted by the state government to ascertain the possible reasons for the tragedy in its preliminary report in August stated that Dharali flash floods were not caused by a glacial lake outburst flood (GLOF), but intense heavy localised rainfall at high altitude. Meanwhile, BJP leader and MLA Vinod Chamoli said: "Look, Congress is an opposition party. If anyone speaks from our side, Congress will point it out, and they will surely pick it up. If there has been any laxity in the relief work, Congress has every right to speak about it... they are fulfilling their responsibility. As for Colonel (retd) Kothiyal, he must understand where and how he should present his views."...
