Gurugram, May 27 -- Several pubs, restaurants, and clubs in Gurugram's Sector 29 are operating illegally, violating environmental and civic norms despite multiple actions by authorities. According to the Haryana State Pollution Control Board (HSPCB), over a dozen outlets lack the mandatory consent to operate (CTO) and continue to run banned diesel generators even after their electricity connections were severed. "These outlets are openly flouting rules," said an HSPCB official, requesting anonymity. "Diesel gensets are a serious pollutant, and only CNG-based backup is allowed in non-attainment cities like Gurugram." Under the National Clean Air Programme, diesel gensets are prohibited due to their detrimental impact on air quality. Further violations include operating without occupation certificates (OC) and lacking sewage treatment plants (STPs)-or falsely claiming to have installed them, HSPCB officials said. They added that solid and liquid waste from kitchens is being dumped into green belts, parking lots, and stormwater drains near Leisure Valley, clogging sewers. HSPCB regional officer Akansha Tanwar said, "We have disconnected power at certain outlets and will conduct inspections. Anyone found operating illegally will face strict action." "Sector 29 has become a cesspool of unchecked dumping. You can smell the decay from the main road," said Rajeev Yadav, a Supreme Court advocate and environmental activist. Activist Vaishali Rana added, "No pub can get CTO without an OC and an STP-yet they're all running with impunity." In response, pub managers claim they are struggling to stay afloat. "This is peak season. Give us a window to comply," said one, requesting anonymity. "The electricity disconnection has crippled us.
