Gurugram, Sept. 9 -- A scooter with pending fines worth Rs.2.06 lakh-more than double its purchase price-was impounded by Gurugram traffic police on Monday, officials said. The action took place during a wrong-side driving check led by inspector Mahavir Singh near the police commissioner's office on Old Gurugram Road. Police stopped a rider on a Honda Activa found driving in the wrong direction. When officials entered the registration number into the database, they discovered 27 pending fines amounting to Rs.1.89 lakh for multiple violations. To be sure, the latest Honda Activa model carries an on-road price of about Rs.1 lakh. The scooter, bought in 2022, has accrued fines exceeding its cost. DCP (traffic) Rajesh Kumar Mohan said the scooter was immediately impounded under Section 167(8) of the Motor Vehicles Act, and a fresh challan of Rs.16,500 was issued for wrong-side driving and not carrying a valid pollution under control (PUC) certificate. "It took the total challan amount to Rs.2.06 lakh. The rider was identified as Kapil Kumar, while the scooter was registered in the name of Muneshwar Dube. It is not yet clear if the repeated violations were committed by the owner or the rider," Mohan said. "We are running several commuter-friendly awareness campaigns, but high-handed acts are unacceptable," he said. Officials said most violations were for riding without helmets and failed pollution-under-control certificate. Six fines were issued between January 6 and 18, seven more between February 4 and 28, and four from March 12 to 28. Each carried a fine of Rs.11,000, while the first challan, issued on November 17, 2024, was Rs.1,000. Officers said the rider must either pay the entire fine after submitting representation before traffic police for release of the vehicle, or the matter will be forwarded to court....
