Gurugram, Dec. 24 -- Union minister Krishan Pal Gurjar has ordered a vigilance inquiry into alleged irregularities in a solid waste management tender floated by the Palwal Municipal Council (PMC). The order followed complaints of favouritism and alleged procedural violations raised during a district development coordination and monitoring committee (DISHA) meeting on Monday. The inquiry stems from allegations by Greentooth Technologies, which claims the PMC disqualified three bidders, including itself, to favour another company. This could potentially burden the state exchequer with an additional Rs.13 crore over the five-year contract, as the estimated tender value is Rs.28.5 crore. The complainant stated the lowest quoted bid was around Rs.23 lakh per month. Greentooth alleged multiple tender norm violations, including failure to formally communicate disqualification reasons, repeated and inconsistent technical evaluations, and selective interpretation of eligibility criteria. The firm claimed the technical qualification was conducted three times, progressively disqualifying lower-priced bidders until only two remained, both quoting significantly above the detailed notice inviting tender (DNIT). The complaint further alleged the process violated directives from the directorate of urban local bodies (DULB), which mandate formal communication of rejection reasons. "In our case, disqualifications were done without intimation, and explanations were offered only after formal complaints were raised," the complainant alleged. The firm also questioned an external chartered accountant's role during evaluation. Municipal officials denied wrongdoing and the allegations. District municipal commissioner Manisha Sharma, in response, said, "We will examine the complaint and conduct fair and transparent enquiry."
