NE Delhi: Worker dies in cave-in at DJB site
New Delhi, March 8 -- A 26-year-old labourer died while working on a sewer line at a Delhi Jal Board (DJB) worksite in northeast Delhi's Sonia Vihar on Friday, when soil caved in and a heavy stone fell on him in the six-to-eight-foot-deep pit, injuring him fatally, police said on Saturday. The incident comes exactly a month after a 25-year-old man and his motorcycle fell into a DJB pit in west Delhi's Janakpuri, which led to his death, sparking concerns of safety and preventive measures at work sites.
The Delhi Police said the victim, Afzal Sabbir, of Meerut in Uttar Pradesh, was laying the pipeline with another labourer when the cave-in occurred. The worker was buried in the soil and succumbed to injuries. Police said the pit and the sewer line work was being done by a private contractor hired by DJB.
A case was filed in the matter under sections 106(1) (causing death by rash or negligent act) and 290 (negligent construction, repair, or demolition of buildings that risks human life) of the BNS. Police said the cave-in took place around 3.30pm on Friday at Sonia Vihar's 3rd Pusta Road.
DJB officials said the contractor has given compensation of Rs.5 lakh to the victim's brother and the department has also formed a committee for investigating into the incident.
The medico-legal report prepared by doctors, a copy of which was accessed by HT, read, "The (man) has history of fall of a heavy object (rock) at the workplace 3rd Pusta, Sonia Vihar, Delhi was mentioned."
Police in the FIR said, "The investigation at the spot revealed that the contractor/supervisor did not take proper care of the safety measures while getting the sewer line work done."
Deputy commissioner of police (northeast), Ashish Mishra, said, "On Friday , information was received at Sonia Vihar police station from Trauma Centre, Civil Lines, regarding the admission of Afzal who had sustained injuries while working at a sewer line construction site at third Pusta. The injured was declared dead on arrival by the attending doctors. The forensic team inspected the spot and collected relevant evidence. Legal action in the matter has been initiated and further investigation in the case is in progress."
Locals said the laying of sewer lines across northeast Delhi has been going on for months now.
Zahid, an eyewitness, said, "I was working when I saw Afzal and another worker laying pipes inside. They were working at two ends of the pit. After some time, the other worker came out through the ramp. Afzal was also exiting when the cave-in happened. He was seconds away from getting out. We rescued him immediately as he was only two to three feet under but a big stone punctured his abdomen and killed him."
"None of the workers had any safety equipment or even basic ropes or head gear," he said.
A senior police officer, aware of the case, said, "On Friday, the two workers were putting up pipes and joining them. As they were trying to come up, soil caved in on one of them and he got buried. He was taken out in the next 10 minutes but he had died."...
