Human rights body takes cognisance of elderly couple's state
Gurugram, June 1 -- The Haryana Human Rights Commission (HHRC) has taken action after an incident of an elderly couple allegedly being neglected by their family emerged from one of Gurugram's affluent condominiums.
A 96-year-old man and his 86-year-old wife, allegedly abandoned by their son in an apartment of Ridgewood Estate, DLF Phase IV, were found living without medical care or any kind of support, residents said.
The case, registered earlier this month was filed by residents and the Ridgewood Estate Condominium Association, who detailed the elderly couple's deteriorating condition.
According to the complaint, the couple had been left in the care of two women attendants.
Following the complaint, HHRC chairperson justice Lalit Batra took suo motu cognisance and issued a strong directive to the Gurugram district administration. He described the case as a "blatant violation of the fundamental right to life with dignity under Article 21 of the Constitution," adding that such incidents cannot be dismissed as "private family matters" but are in fact human rights violations demanding urgent intervention.
Justice Batra cited the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, particularly Section 20, which mandates the state to ensure access to healthcare and basic dignity for the elderly. He warned that if abandonment is proven, Section 24 of the Act-which allows for criminal prosecution-may be invoked.
A medical and welfare team has been set up and officials are expected to visit the couple's residence and submit a status report and long-term action plan to the HHRC by July 3. HHRC public relations officer, Dr Puneet Arora said, "We expect strict compliance from all departments. Further action, including penal proceedings, will depend on the findings of the report."...
