Chandigarh, Aug. 3 -- The Punjab and Haryana High Court has denied anticipatory bail to a Gurugram man accused of replacing the national flag atop a mosque with a saffron one, citing "serious communal and constitutional implications." Justice Manisha Batra observed the allegations were "not vague or general. but specific and substantiated" by initial probe and conversations with co-accused. The FIR was lodged on July 7 at Bilaspur police station. The state said Vikas Tomar acted with intent to "create communal tension" in Uton village. Citing the need for "custodial interrogation" to extract "many useful information," the court said no "exceptional circumstance" had been shown to justify pre-arrest relief....
