GMDA: Engineers liable for site safety lapses
Gurugram, April 24 -- Following an incident on Galleria Market road on April 18, where a car toppled into an uncovered roadside pit dug for a stormwater drain, GMDA CEO PC Meena has directed that engineering officials will be held accountable for safety lapses at project sites.
Taking cognisance of the incident, Meena, in an order issued on Wednesday, made it mandatory for executive engineers to certify site safety and said they would be held responsible for any accident caused by negligence.
According to the order, all executive engineers must inspect construction projects under their jurisdiction and submit a certificate to the CEO confirming that adequate safety measures are in place. If deficiencies are found, they must report the action taken against the contractor, including whether penalties have been imposed.
Meena further stated that while recommending payment of a contractor's bill, the executive engineer must ensure safety measures are in place at the site. In their absence, the bill must clearly indicate that the penalty amount has been recovered.
All executive engineers are required to submit safety compliance certificates to the chief engineer, who will ensure these are filed for all ongoing projects.
"All XENs shall submit a weekly compliance certificate regarding adherence to public safety measures. In case of any accident due to non-compliance, the engineering wing will be held responsible," the order said.
On April 18, a city-based professor was injured after her car fell into the uncovered pit near Galleria Market. She remained trapped in the overturned vehicle for around 15 minutes before being rescued by passersby....
