CM Dhami urges senior bureaucrats to work in line with 2047 goal
Dehradun, Jan. 24 -- Chief minister Pushkar Singh Dhami on Friday said that the vision of a developed Uttarakhand would play a crucial role in achieving the national goal of a developed India by 2047, addressing senior administrative officers at the Chintan Shivir and Dialogue on Vision 2047 at the Civil Services Institute.
Addressing the two-day camp, Dhami said in-depth deliberations would be held on all key sectors related to Uttarakhand's overall development to chart a clear roadmap for the state's future.
Dhami said the goal of a developed India could only be achieved when every state progresses equally, adding that Uttarakhand must determine a long-term development direction based on its resources, capabilities and unique geographical and social characteristics.
He said the Vision 2047 resolution was not confined to a particular government, tenure or scheme, but represents a comprehensive national vision aimed at building an economically, socially, technologically, strategically and culturally strong, and self-reliant India. "The core of this vision is human-centric, inclusive and sustainable development, where governance is transparent, sensitive and people-oriented," he said.
Highlighting the role of the bureaucracy, Dhami said the effectiveness of the administration determines everything from policy formulation to implementation. Dhami said development planning must focus on tangible impact on citizens' lives, including increasing farmers' income, generating employment for youth and ensuring equal opportunities for women.
Referring to Uttarakhand's unique challenges as a hill state, the chief minister said the state must leverage its unique opportunities by aligning policies with geographical conditions, local needs and future requirements. He emphasised maintaining a balance between economy and ecology, and integrating disaster management into the development framework.
Calling for inter-departmental coordination, Dhami urged officials to work beyond departmental silos and adopt a "Team Uttarakhand" approach to implement Vision 2047. He also asked officers to give special attention to regions where they began their service and to actively address public grievances highlighted under the "Government at the Doorstep of Every Citizen" programme.
Stressing accountability, the chief minister said every scheme must have clearly defined outputs and outcomes, noting that expenditure alone cannot be the measure of success. "Every decision taken today not only affects the present but also shapes the future," he told officials....
