India, Dec. 31 -- The Chandigarh Housing Board (CHB) floated an ambitious housing scheme in 2008 to construct around 4,000 flats in Sectors 52, 53 and 56 exclusively for government employees. In 2010, a draw of lots was conducted and 3,930 employees were selected. They subsequently deposited nearly Rs.57 crore with the CHB, hoping for early possession. However, the project failed to take off, prompting allottees to move the Punjab and Haryana high court. Why it matters: The project was to provide affordable housing to governmentemployees. Over the years, more than 100 employees, who had applied for the flats, have passed away.Challenges: On January 2, 2019, the Centre cleared the scheme but at current collector rates, pegging the cost of 61.5 acres at around Rs.2,200 crore, nearly 10 times higher than the Rs.237 crore estimated in 2008. Due to this, the flat prices were pushed beyond the reach of many allottees, leading them back to court.Where it stands: Despite a high court order in May 2024 to complete construction within a year, the UT administration has challenged the ruling in the Supreme Court, where the matter remains pending, leaving thousands still waiting....
