Rights panel seeks report on BSF jawan's 'death in NCB custody'
AMRITSAR:, March 26 -- The Punjab State Human Rights Commission on Wednesday took suo motu cognisance of a BSF jawan's death in Narcotics Control Bureau (NCB) custody in Amritsar and sought reports from the concerned authorities.
The NCB had arrested the deceased, namely Jaswinder Singh, from his residence in Jammu on March 3. The bureau, in a statement, said that the accused was taken to Amritsar as part of the probe, where his health deteriorated.
"He suffered two cardiac events and expired on the morning of March 20 during treatment at a hospital in Amritsar," the NCB had said in a statement.
His post-mortem was conducted on Saturday at the Amritsar civil hospital.
In a statement, the commission said that chairperson justice Sant Parkash, member justice Gurbir Singh and member Jitender Singh Shunty, taking note of the allegations involving custodial death and possible human rights violations has called for reports from the zonal director, NCB (Amritsar), district magistrate (Amritsar), and commissioner of police, Amritsar.
The commission directed submission of the inquest/judicial magisterial inquiry report from the concerned CJM/duty magistrate, post-mortem examination report along with videography, detailed report of the commissioner of police, Amritsar, report of the chemical examiner/histopathologist, if any, regarding viscera of the deceased, report of the board of doctors indicating the exact cause of death, complete details of medical treatment provided to the deceased during custody, hospital records and report of the commissioner of police, Amritsar including names, designations and contact details of officials involved at the time of the incident.
The commission directed the investigating officer (IO) in the case to appear in person and ensure that all relevant information is placed on record....
