Jaipur, Sept. 4 -- The Rajasthan assembly on Wednesday passed a bill to monitor coaching institutes in an attempt to curb student suicides across the state, proposing a two-tier regulatory authority and imposing penalties worth Rs.5 lakh to institutes violating guidelines. The bill, titled Rajasthan Coaching Centres (Control and Regulation) Bill, 2025, is based on the coaching centre regulatory guidelines notified by the Union education ministry in January 16 this year. According to the bill, which HT has seen, a 12-member state authority will be formed, which will be chaired by the secretary of the higher education department. Under its monitoring, a district authority will also be formed, chaired by the concerned district collector. The bill stated that the district authority "The committee shall take all such steps as necessary for ensuring the promotion and protection of students along with ensuring imparting of quality education in all coaching centres." The bill was originally tabled in the assembly on March 19, but was subjected to sharp objections from legislators following which it was sent to a select committee for further consideration on March 24.
