Punjab will challenge notification in HC: Mann
Chandigarh, Nov. 6 -- Chief minister Bhagwant Mann on Wednesday announced that his government would approach the Punjab and Haryana high court against the notification issued by the central government for restructuring the governing bodies of Panjab University.
Mann said the issue will also be raised in the state assembly in the coming days so that Punjab's stance can be strengthened constitutionally. "The Punjab government will approach the high court against the issuance of a notification unconstitutionally dissolving the Senate and Syndicate of Panjab University, Chandigarh. A panel of the country's eminent and specialist lawyers will be formed to tenaciously fight against this act of high-handedness," he posted on X.
In another statement, Mann asked the Centre to stop its "dirty tantrums to befool and mislead the people".
"Punjabis are well aware of your dubious character and they will not get swayed by mere juggling of words over the issue and will not rest until the orders on Panjab University are completely rolled back," said the chief minister.
Terming the move as a blatant violation of established norms, he said it was an attack on the democratic and autonomous functioning of one of the oldest and most reputed institutions of higher education in the region.
Mann said that any attempt to undermine its representative bodies such as the senate and syndicate amounted to disregarding the aspirations and participation of the academic community and the people of Punjab. He added that was not just a legal battle but a constitutional responsibility of the state government to protect the rights of Punjab on the varsity.
AAP's Anandpur Sahib MP Malvinder Singh Kang, a former president of the PU Campus Students' Council, launched a scathing attack on the BJP-led central government for what he termed an "illegal and unconstitutional attempt to undermine autonomy of Panjab University".
Kang said the Centre issued a fresh notification on November 4, 2025, withdrawing its earlier October 28 notification concerning Panjab University, which was to take effect from October 30, but only to deceptively reissue a new one the same day.
"Within minutes, the Centre issued another notification with the same date, merely stating that the implementation of the earlier one will take effect whenever the Government of India decides. This is nothing but a mockery and a deliberate attempt to test the spirit of Punjabis," Kang said in a statement.
The AAP MP asserted that the Union Government had no constitutional authority to issue any notification related to Panjab University. "This is a direct attack on Punjab's rights, an illegal and unconstitutional act," he said. Reiterating the state government's demand that the illegal notification must be withdrawn, and the schedule for the PU senate elections be issued immediately, he said the fight would continue until both these demands were met. "We will take this issue to the Punjab Vidhan Sabha and annul this illegal notification," he added....
