India, Dec. 30 -- The CBI arrested Ropar Range DIGHarcharan Singh Bhullar on October 16 after his alleged middleman was caught red-handed accepting a bribe of Rs.8 lakh from a scrap dealer. In subsequent raids at his properties in Chandigarh and Punjab, the CBI recovered Rs.7.5 crore and gold weighing 2kg, leading to registration of disproportionate assets cases by the CBI andPunjab vigilance bureau. What it means: Bhullar was first recruited in Punjab Police as a DSP in 1993 during the tenure of chief minister Beant Singh, as a special case while invoking "special powers". His father, Mehal Singh Bhullar was close to then Congress leadership and was made the director general of police (DGP). This privilege set the tone for junior Bhullar's police career, one marked by plum postings, rapid promotions and cordial ties across subsequent political dispensations. His arrest punched a hole in Punjab government's claims of zero tolerance towards corruption. It also showed the state vigilance in poor light.
