India, Dec. 30 -- Haryana-cadre senior IPS officer Y Puran Kumar, 52, was found dead with a gunshot wound to his head at his residence inSector 11, Chandigarh, on October 7, in what police believe was a suicide using his service revolver. The 2001-batch IPS officer, then serving as inspector general of police at the Police Training Centre at Sunaria in Rohtak, left behind an eight-page 'final note' alleging years of caste-based discrimination, targeted mental harassment, public humiliation, and atrocities by senior colleagues and bureaucrats. He named serving and retired officers in the note. Kumar's wife andsenior IAS officer Amneet P Kumar filed a complaint, seeking an FIR under abetment to suicide and provisions of the SC/ST (Prevention of Atrocities) Act, accusing then Haryana DGP Shatrujeet Kapur and then Rohtak SP Narender Bijarniya of conspiracy and persecution. Kapur was sent on leave and Bijarniya was transferred. On October 14, an assistant sub-inspector (ASI) Sandeep Lather also died bysuicide, leaving a video and note that accused Kumar of corruption. What it means: While highlighting the caste-based fault-lines in our system, the case also comes as a wake up call against institutionaldiscrimination and mental health pressures on officers. What next: Chandigarh Police constituted a six-member special investigation team (SIT) to probe the circumstances leading to Kumar's death.
