Patna, Dec. 26 -- Union minister Giriraj Singh on Wednesday lauded Bihar chief minister Nitish Kumar for taking the state to "new heights", adding that he should be conferred with the highest civilian honour, Bharat Ratna. Praising Kumar, an NDA ally, the minister said: "Bihar was known for decrepit roads, schools and buildings until the ascent to power of Nitish Kumar, who took the state to new heights.
