Chandigarh, Feb. 20 -- Khadoor Sahib MP Amritpal Singh, who is currently detained under National Security Act (NSA), has approached the Punjab & Haryana high court seeking directions to the Centre, the Punjab government and other respondents to allow him to attend parliamentary proceedings, stating that "parliamentary privileges and duties take precedence over detention in non-criminal (preventive)cases"....
