New Delhi, March 12 -- Evaluating competency of a bureaucrat is not the job of courts, the Supreme Court held on Monday while allowing an appeal filed by the Haryana government questioning the Punjab and Haryana high court's order to restore top grade of 9.92 for IAS officer Ashok Khemka and expunging remarks made against him by the state chief minister who reduced the grade to 9 terming the earlier appraisal to be "over exaggerated"....
