Raise awareness on summer plans
New Delhi, April 27 -- The dreaded heatwave has begun, causing misery across north and peninsular India. Several heat action plans (HAPs) will kick in. But the challenge remains: can these HAPs really help the most vulnerable?
Most heat action plans provide templates. They do not offer nuanced, community-level action ideas. They cannot ensure last-mile preparedness. This approach might work for extremely green, well-serviced locations that can perhaps hobble through the crisis without such detailed planning. But low-resourced communities, where many of the most vulnerable reside, need targeted planning.
