NEW DELHI, March 8 -- A Delhi court on Saturday pulled up the city police for filing a charge sheet "without application of mind" in a case pertaining to a protest held last year at Jantar Mantar against the UGC Regulations Draft. The order was passed by additional chief judicial magistrate Paras Dalal of Rouse Avenue Courts. The judge observed, "it appears that the present challan has been forwarded in a mechanical manner without application of mind". The court also observed that the investigating officer (IO) filed an application seeking further investigation in the matter without disclosing or bringing any new evidence into notice of the court.
