Goa, Nov. 26 -- The Public Works Department (PWD) of Goa is facing increasing scrutiny after civil engineer Manoj S Pai Dukle filed detailed complaints alleging that M/s Bagkiya Constructions Pvt Ltd obtained more than Rs 1,000 crore in govern ment contracts using ma nipulated or forged work completion certificates. Dukle, a civil engineer from Navelim, claims the company secured enlist ment as a Class IAA (Super) contractor and thereby became eligible for major government projects, de spite the submission of documents that he says contained serious dis crepancies.
