Goa, Dec. 31 -- Raghuvir Bagkar, the former Secretary of the Arpora-Nagoa Village Panchayat, has been removed from service over alleged dereliction of duty, gross negligence, and failure to act on multiple statutory and regulatory violations during his tenure.
