Goa, Dec. 6 -- The Goa Human Rights Commission (GHRC) has ruled that the fatal accident at Mala, Panaji, on January 1, 2024-where a 21-year-old motorcyclist died after colliding with Smart City barricades-was caused entirely by the rider's own rash and negligent driving. The findings give full relief to the Public Works Department (PWD) and Imagine Panaji Smart City Development Limited (IPSCDL).

In its report, the GHRC stated that photographs, site inspections, and evidence confirmed that adequate barricades, caution boards and safety measures were in place around the ongoing sewerage work. The motorcycle had crashed through the barricades and plunged into the trench, indicating excessive speed and loss of control.
