Goa, Nov. 17 -- A stark example of government neglect has come to light in Costi, Sanguem, where the Government Primary School has been operating without electricity and water for the past 15 to 16 years. Established in 1963, the school once had a functioning power connection when electricity first reached the area, but supply gradually stopped-and authorities have made no effort to restore it.
In a temporary relief effort, Panch Sanjay Naik installed a solar power unit, but locals say it works only for limited hours and fails completely during the monsoon. With no water connection either, the school survives solely on tanker supply provided by the Chowgule company.
