Goa, Dec. 22 -- In a major setback to the ruling BJP, Congress candidate Floriano Fernandes won the Davorlim Zilla Panchayat seat by a margin of 461 votes. Fernandes secured 6,050 votes, while BJP's Satyavijay Naik polled 5,589 votes. The defeat came despite intensive campaigning by Chief Minister Dr Pramod Sawant and PWD Minister Digambar Kamat. A total of 223 votes were declared invalid.
