Nepal, Jan. 23 -- A fundamental principle of a parliamentary democratic governance system is a balance among the three organs of the state, namely the legislature, the judiciary and the executive. However, the executive is often seen dominating the legislature and the judiciary. The Speaker of the House of Representatives and the Chairperson of the National Assembly have stated multiple times that the government treats Parliament as its administrative unit during budget formulation.
