Nepal, June 12 -- Of the three tiers of governments in Nepal, the local level is considered the most effective in terms of service delivery, in carrying out small development activities and resolving local disputes. A strong suit of local elected representatives is that they know the ground reality, and are aware of their area's resources, needs and priorities.
