SRINAGAR, Jan. 10 -- Since Jammu & Kashmir has become a union territory the central laws need to be applied in Toto, but some of the administrators in the bureaucracy have their own style of working and they implement laws that were in vogue when Jammu & Kashmir was a state having special privileges under Article 370.
