JAMMU, March 31 -- Senior BJP leader and former Deputy Chief Minister Kavinder Gupta has strongly countered the Congress party's criticism of the BJP-led Central Government, holding the Congress squarely responsible for the decades of turmoil and underdevelopment in Jammu and Kashmir.
