JAMMU, April 30 -- Reacting to the NDA government's decision to conduct the Social and Economic Caste Census (SECC), Congress leader and former Chairman of the OBC Department of the J&K Pradesh Congress Committee, Adv. Suresh Dogra, termed it a major victory for the Congress party's long-standing struggle for social justice.
