Pakistan, July 25 -- A new internal report by the US for International Development (USAID) has found no evidence that Hamas systematically stole US-funded humanitarian aid in Gaza. This analysis challenges repeated claims made by Israel and the United States about aid diversion being a key reason for launching private, militarized delivery efforts. The findings, based on 156 reported incidents from October 2023 to May 2025, were finalized in late June by USAID's Bureau for Humanitarian Assistance (BHA).
The report showed that none of the 156 incidents linked aid losses directly to Hamas. In fact, nearly 44 of these losses were caused either directly or indirectly by Israeli military actions, such as strikes or forced route changes. USAID...
