Pakistan, Feb. 9 -- Pakistan carried out more than 600 governance and institutional reforms during 2025, making it the country's most reform-intensive year. The Pakistan Reforms Report 2026 documents reforms across over 135 federal institutions, including 24 ministries and 110 attached bodies. Overall, the report shows a decisive shift toward system-based, institutional, and digital governance instead of personality-driven initiatives.
Reform activity expanded well beyond traditional economic ministries into justice, security, climate, human rights, and social protection sectors.
