Pakistan, July 21 -- Federal Minister for Planning, Development and Special Initiatives Prof. Ahsan Iqbal has stressed the urgent need to revitalize Pakistan's agricultural sector, pointing out that the devolution of powers under the 18th Constitutional Amendment has not been implemented in its true spirit, especially with regard to agriculture.
