Born on November 25, 1937, in Randeniya, Kegalle, Samarasinghe was an alumnus of St. Thomas's College, Bandarawela, where he was celebrated for his leadership and athletic prowess.

Samarasinghe made a monumental impact on Sinhala cinema, beginning his journey as a producer with Sadahatama Oba Mage in 1973.

He transitioned into directing with the 1974 record-breaking hit Kasthuri Suwanda, a film that redefined popular cinema in Sri Lanka.
