The Commission stated that its decision was based on several factors, including the delay in submitting a proper proposal, deficiencies in the initial submission, and the risk that even if a revised proposal is presented later, implementing a tariff revision for the short remaining period of the quarter could lead to disproportionately high percentage changes in charges and related disadvantages.
