Uganda, Feb. 24 -- The Uganda People's Defence Forces (UPDF) has been in the news this week. Last week, the Commander-in-Chief, the all-powerful Gen Yoweri T Museveni, also known as the 'Ssabalwanyi' (chief fighter) unveiled something peculiarly called the 'Establishment'. In simple terms, it is a voluminous document or instrument outlining and detailing the structure, composition and modus operandi of the UPDF.
