Srinagar, Jan. 20 -- Chief Minister Omar Abdullah today began pre-budget consultation meetings by chairing detailed discussions with key departments ahead of the Budget Session of the Jammu and Kashmir Legislative Assembly, scheduled to begin on February 2.
