Kenya, July 12 -- Philemon Kandie, the Director General of the Kenya Rural Roads Authority (KeRRA), has stepped down from his position. His resignation came just days after he was linked to the protests that happened in June.
On July 11, KeRRA announced Kandie's resignation, which took effect immediately.
They said, "We inform the public that Eng. Philemon Kandie, MBS, has resigned as the Director General of the Kenya Rural Roads Authority, starting on July 11, 2025."
Government Spokesperson Isaac Mwaura shared a copy of Kandie's resignation letter, noting that Kandie's time as Director General ended two years earlier than expected.
In his letter, Kandie mentioned, "This letter is to officially inform you of my resignation from the Director General position at KeRRA, with three months' notice starting from July 11, 2025. My last working day will be on October 10, 2025. I will also take my 45 days of annual leave during this notice period, starting on July 14, 2025."
A petition was filed on July 2 at the High Court, asking for Kandie's removal from his position.
The petition accused him of being involved in the protests across the country in June.
It claimed that he used his role to improperly direct state funds through fake companies and contractors connected to KeRRA to support the protests.
The petition also stated that investigations linked Kandie to financial support for the violent groups during the protests, while he was still in office.
It accused him of breaking several laws, including misuse of power, mismanagement of public trust, and failing to follow national values.
The petitioner requested the court to declare that Kandie broke the law and acted improperly. They also sought a ban preventing him from holding any public office in the future.
Additionally, they wanted the Ethics and Anti-Corruption Commission (EACC) to investigate his management of KeRRA funds.
In the meantime, Jackson K. Magondu, who is currently the Director in charge of Planning, Design, and Environment, will take over Kandie's role as acting Director General.
