1. A Stage 1 hearing of this matter was held on 13, 14, 15, 16, 17, 20, 21 and 22 May 2024, and reasons for decision were published on 30 January 2025: Health Care Complaints Commission v Luo [2025] NSWCATOD 5 (Primary Decision).
