1. COMMISSIONER: The owner of a state heritage item in Edgecliff brings this appeal in respect of consent granted for development on the site. The consent for alterations and additions to the existing dwelling, and for a secondary dwelling, known as a nanny flat, was granted subject to conditions that are considered unreasonable by the owner of the property, and Applicant in these proceedings, Dr Brett Wells.
