2. DAVIES J: I have had the considerable advantage of reading the judgment of Campbell J. I agree with his Honour's proposed orders for the reasons he gives. In particular, I agree that even if any discount under s 23 was otherwise warranted, and I think it was not, the result would be unreasonably disproportionate to the nature and circumstances of the offending.
